I live in the central part of China as an ex pat from the USA. I have spoken to people about this issue, plus looked into the way the government administers it and why it was done.

If China had not instituted the one child rule, there would be 400 million more people. That is more then the USA population. The landmass of China is slightly more then the USA with less arable land. Before the one child rule was put in place, it was common for families to have 5 to 10 children.

The one child rule is for the urban and city area's. Two and sometimes three children are allowed in the countryside. Some religions are exempt from it all together.

Twins are highly prized in China. Children are not put to death in China. That is a rumor put out by China haters.

The rich circumvent the one child rule by paying the huge fines. Beijing recently started a campaign to ostracize the rich for doing this.

The people understand the one child rule, and while many don't like it, they all agree China is too crowded and therefore support the rule.

Gender selection is a problem, but not nearly as much as many people think in the west. According to the CIA world facts book (viewable at http://www.cia.gov ) if I remember the facts correctly, natural selection world wide is about 1.05 males born for every female. The USA stands at 1.06. China stands at 1.11. Therefore, gender selection in China represents .05 to .06% more respectively. China has recognized the problem and made gender selection against the law, plus curtailed the use of sonograms to help enforce that.

The country to really watch out for is India. They have a population that is only 200 million less then China with over twice the birthrate of the USA. They have family planning and obviously it is failing.

China was becoming unable to feed it population and no other country had food surpluses large enough to fill the gap if it failed. It had a long history of periodic famines , including one in the 1950's in which over 17 million people died. As harsh as the policy was it was better than the alternative. The policy was not that strictly enforced because the fertility rate actually fell to about 2 children per woman not one.

There are RUMOURS of forced abortion. And the parents choose to abandon their babies because they cannot afford the financial penalty for exceeding the limit.

I don't think that they had much other choice really, if the population had continued to grow so rapidly, the economy would have failed by now, bringing the country to ruin.

The premise of your question is faulty. There is no need to reduce the population. The problem is in the economic/government system. The economic status is standard for communist nations.

They could have just carried out mass sterilizations. Or forcing contraception (longterm, shots, implants). Overpopulation causes a strain on their limited resources. The same as elsewhere in the world (Africa is a perfect example). That leads to famine and starvation. People overcrowding and dying from starvation and disease. If you can't afford to properly support a kid, you shouldn't reproduce. Notice that the poorest, uneducated masses are the ones popping out too many children. I don't see what other options they might have if they want to prevent their country from going to an even lower standard of living.
