Best is open to opinion and needs. If you need to have a job or need medical care or need a social life you should stay where you can get them.
If you like hot weather or cold weather it will help you decide. If money is no object you may want to be with other people with money.
To me the best place is driving distance to family and where a trip to the doctor isn't more than an hour. I also will look at place I can get internet service and electrical service and phone or cell phone service and drinking water.
A lake house with a dock would be nice, I don't care for log houses but my boyfriend would love it. I don't want a salt water beach it kills the garden and sandblast the house.

2-everyone wants to live in san francisco
3-everyone moves to san francisco
4-general prices go up, waiting lists for schools go up, houses become 2 million dollars
5-san francisco is no longer the best place to live
