No it isn't ok for 3 main reasons
1 - milk can be an allergen so it shouldn't be introduced until the child's 1st birthday
2 - a baby is unable to process cow's milk at such an early age
3 - milk does not have a sufficient amount of iron needed in a growing newborn

I knew they used to make baby formula with evaporated milk and Karo syrup because I heard my mother-in-law talking about it, so I surfed the web and came up with this recipe. Link to this site is listed below. However, I bet you don't have all these ingredients around the house either, so you might as well make a trip to the store for the formula.
Going anywhere with a newborn can be a hassle--you might be able to talk someone at the drive-thru pharmacy into serving you at the window for this, but usually they won't sell over the counter items there, only prescriptions. Is there anyone you could get to pick it up and bring it to you if it is too hard to get out, or someone you could get to watch the baby while you run to the store?
Straight cow's milk has different nutrient content and isn't good for the baby--might make her sick. I wouldn't chance it.
Next time, have mom pump some breast milk and leave it in bottles for you.
Homemade Baby Formula recipe
If prepared properly, this still ranks third. Breastfeeding ranks first and commercial formulas second. Under certain circumstances, it may be alright to use homemade formula, but consult your baby's pediatrician before introducing this to your infant.
2 (12 ounce) cans evaporated milk
32 ounces water
2 tablespoons Karo syrup
3ml Poly Vi Sol Vitamins
Mix thoroughly.

My pediatrician advises against giving anything other then breast milk or formula to children under a year old. Go get the child some formula or have a friend/family member help you out by picking some up for you.

NO - a baby so small must have the added nutrients that formula supplies. It just isn't there in cows milk. Also a baby's stomach is sensitive and a change like that would likely make her projectile vomit. You should get to the store before you run out and by proper food for your daughter.

A baby under the age of 1 years old should not drink milk. Older than 1 is okay.

If the baby is old enough to eat baby food then you can try it. Otherwise noooooooo. Formula is packed with calories that you can't replace with milk nor can they drink enough milk to get the same amount of calories and fat they need to feel full. Also whenever I tried to give my kids milk while we ran to get formula they wouldn't fall for the trick and you will have a horribly fussy night.

NO way! just go to the shop and get some baby formula. any formula is better then cows milk. with babies they can not digest cows milk which would mean there Nappy's would be very dry and the nutrient would be low. this is bad for the baby

not unless she is at least 11-12mths old. Straight cows milk may not agree with her at an earlier age. If she is older, give her some milk with a bit of water in it to dilute it and she how she goes. I would try to get more formula first though.

How old is the baby?
over 12months should be OK if there are no known allergies, as their body will be more tolerant. contact baby's mom to find out what will be suitable.
under 12months, definitely not, no. due to the way milk is produced there could be bacteria in the milk and that will make the baby very sick.
