I wouldn't. That is why I have a teaching degree and am not a teacher. I wanted to be one until I realized all the games you have to play to keep your job. I'm into teaching, not political mind games.

Society has changed the structure in education. As long as the student completes each grade with an F average they are required to pass this student into the next grade level. If a student has complete I,s on there report card is the exception that will hold the student back from attending the next grade level. If a student misses three Months out of the school year without completing all of the assignments and turning them in they will also be set back without passing the school year. Sad but true. Where does this leave America? The upcoming generation being structured within America will make the citizen nearing retirement suffer due to pure ignorance.

1.Because the teacher is mandated by the administrators to do this, because the child obviously needs help thru special ed and they don't want to help the child with this.
So, they pass the child on so they won't have proof the child has problems.
2. Schools get more money thru NCLB if the children score high on tests. So, the schools pass them on because they don't want to show problems so the school can get more money.
3. Teachers have to teach what is on these state tests so the kids can make higher grades so the school can get more money.
So, they don't have time to teach a child how to read and write.

you have not specified the which grade. normally in lower grade we promote the child to next grade. because tender mind of the child can be blend in future class.child should not feel inferiority . even if it has no knowledge of basic. child might have done well in the examination.some government have ordered That no child should be detained in the same class up to 7th. there are many reasons to give pass.

At the middle school I used to teach in, parents had the final say in whether or not a student was held back.

I agree with first answer. Social promotion is alive and well - so much for no Child Left Behind. It might as well be no Child Has to Face Unpleasant Truths.

Because it is no longer under their control. The government says pass them on and hopefully they will learn it later. Yeah, right!

Saudi Arabia is notorious for it..

schools are no longer institutes of learning.. they're businesses.. they want money and reputation.. and passing undeserving students is not the only thing they allow..

it's ridiculous..

We as teachers do not have the ability to make that decision. We can suggest to parents, but ultimately it is up to them.

So the question is, why blame the teacher?
