Depends on the definition of torture. Plus, it doesn't really seem to be tremendously effective at extracting information. Although it probably keeps an unruly group of people in-line against a minority of police enforcers...but that's only if a lot of torture is dispensed.

Torture doesn't breed anything positive...just more torture for minimal gains.
