I'm not sure if your phrase is the exact translation. But if I remember right this sounds like a line from a satiric poem written by Horace. Horace was a philosopher, poet and scholar..

Sulcuis is the name of a man, one of the characters in the poem. I think what this means is that:

'You won't find him anywhere.'

There is no 13th. hour and I think 'rain' here refers to the shedding of tears and with Suicuis being a hero god he would not be shedding any tears. So it means 'you simply won't find him.'

Of course, I may be wrong. I haven't read anything by Horace in twenty years or so.
