With most every job being "at-will" today, and the continued erosion of the workers' rights, companies can pretty much do whatever they want...remember they're doing YOU a favor by allowing you to work there. There's (immigrants) that will work 20 hrs straight for 1/4 your wage and no OT pay or benefits, you know.

Yes it's legal as long as you aren't in a job where hours are regulated, like an airline pilot or truck driver.
For the second of the shifts, I hope you mean 7a-4p.
