In all states that I know, children over the age of 13 can be employed, with some restrictions until age 15.

The exception is for children employed in family businesses, in the entertainment business, or delivering newspapers/pharmacy prescriptions, in which case the limit is lower.

If a child is under 15, a permit has to be applied for by their parents or guardians, and has to be signed by their school. Other restrictions also apply, like children can only do "light work", and have to receive rest breaks. They can only work between certain hours. This applies to Victoria.

This are is governed by statute, and varies from state to state.

The law, in all states, requires that a person must remain at school until they are at least 16. In some jobs, like newspaper deliveries, a child may work at 10. In some circumstances, due to family crisis etc, a child may enter full-time work at 15 with the consent of the relevant state government body (DHS in NSW, Dept Community Services in Victoria etc).
