only hand tight. and when the tank isn't full , it should point down wards,
the view from the outside, should be pointing upwards a little

The handle and the rod inside the tank are in a housing so you don't tighten the handle at all you just mount the housing to the tank. With the handle running horizontally just tighten the nut of the housing to hand tight and then 1/4 to 1/2 turn with pliers should do it.

Handtight is fine. Remember, the nut that holds the handle into the tank is left-handed. The handle (outside) should be flat across.
