I think they should be fined. It really makes me mad to see them water everything but their yard. And even with yards, there should be some restrictions.
I hate it when I ride by and water sprinkles into my car. Its very common here to see them water everything and the road too.
If they went to a third world country and seen how those people are given a limit of a gallon of water a day to either bath with or drink then they would realize what they have and stop wasting our water resources.

Greetings concerned citizen!
Agreed. Here in the sovereign state of Northern California we are urged to REPORT people who 'waste water.' In fact, our newspapers have a 1/2 page devoted to appropriate water (usage) reduction RULES.
I believe that they should be:
1st. Warned and informed. (This includes even a gentle reminder or suggestion or mentioning to the offender that there are alternatives and wasting a precious natural resource is costly and irresponsible
2nd. Fined (a sizeable amount too!)
3rd. Have a flow restrictor put on the 'outside' of their water meter. (The part of the system that is the property of the water company.)

You might become inspired to get REALLY involved once you read about some of the horror stories that are occuring around our planet in regards to potable water.

Sadly, it's a taste of things to come on a broader scale. The Privatization of Water is becomming a huge financial maneurer by big business AND a political and ecological issue. Get informed NOW so you won't be surprised when they come to you community smiling sweetly like Wal-Mart does.

Well, they are paying the water bill, so are already being 'fined'.
But, realistically, there aren't enough resources in a city to have people driving around looking for over-waterers. UNLESS there is a drought, and the community has been asked to conserve, you will just have to live with it.
However, I do agree that it's simply a waste of water, and puts a drain on fresh water supplies. It would be great if more water could be 'recycled' just for lawns (like in Florida, where the sulpher-smelling water is used to water public areas.)

Actually Yes they should in my opinion. The reasoning is that water can take a toll on roads, curbs, and gutter. If this moisture gets under said things and is there for the frost line it can do some big damage.
What is amazing however is people are worried about a resource that can never be over used. But they dont think twice about the amount of electricity they waste or petroleum products that are getting harder to come by.

The person pays the water bill not you, I say get a life and stop being a nosy neighbor.
If it bothers you so much, move the sprinkler head, maybe when the person mows the lawn they accidentally rotate their sprinkler head and don't realize it or maybe a little kid moved the head of the sprinkler on purpose.

Our automatic sprinkler system at church puts some water on the roads and sidewalks and there's not much we can do about it. We can't dig up the sprinklers and move them around so we don't get the sidewalk wet. So what is your suggestion for situations like this one?

Where do you live, that you need to be the water Nazi? Mind you own business. The government is into our Shi* too much already. Taxing and fining for any reason to get the money of those that earn, to fund their pet projects

What gets me that here in Panama City beach,Florida...when we have droughts and go on water restrictions..all the ritzzy golf courses for the millionaires etc water the course daily..and you can drive by anyone of them and the water is running completely across the road like they are exempt from laws/restrictions....it's not who ya know it's who ya blow I suppose!

This is entirely up to the village council where ever you live, here in Michigan I don't think anyone cares but, in Las vegas, you could be fined for it. So, it's up to the village.
