How can we answer Yes or No to this question?
Personally, I think it was an accident. The only person to blame was Diana herself.
She chose to get into the car which she knew was to be driven at speed, through unfamiliar streets, by a man clearly under the influence of something. She chose not to wear a seatbelt. The papparazzi played their part but ultimately it was an accident.
There are much better, & surer, ways of killing someone that in a car crash.

She was not wearing a seat belt. One person in the car was wearing a seat belt and he survived the crash. There are two or three tunnels like that in Paris which have/had central pillars and no guard rails, between 1 January and 1 August that year 7 people had been killed in similar accidents. It was an ordinary car accident. There are other factors too which would have been entirely outside the control of any conspirators.
The only mystery is the role, if any, of the Fiat Uno.

Was JFK killed from the window of the book depository or from the grassy knoll? The answer is no matter what the inquiry decides, the truth can never be completely certain, as it happened 10 years ago, and they didn't figure it out then, and even if they do, what difference does it make at this point?
But yes it was an accident, though there may have been one or more contributing factors.

That's what we all want to know. I saw the video clip last night of the white sedan rapidly pulling away from the car wreck just moments after the accident. What was it doing there? It is illegal to leave the scene of an accident so that white car should be investigated further. In fact it was tracked down and later on the driver committed suicide. Yeah right!!!!!
