It is a party for the bride which starts and ends at specific times but the guest are not expected to be there for the whole time. They are free to come anytime after the starting time and leave anytime before the ending time. It sometimes also means that invitations are not required and may in fact be advertised in the newspaper in lieu of sending any invitations at all.

I am guessing that it means you can come and go at any time instead arriving at say, 2 and leaving at 4.
