Percentages are merely fractions of 100.
Step 1; make 25% a fraction = 25/100 (moneywise, there are 4 quarters to $1.00, so therefore 25/100 = 1/4
Step 2: Divide the smaller number by the larger number ( 1 divided by 4) = write it as 1.00 divided by 4
Step 3: Put your decimal point above , since 4 cannot go into 1, but it can into 10 twice. Now, you have 10-8=2. Bring down your other zero to make it 20. Four (4) goes into 20 five (5) times. So your answer is 25% = .25

25 percent or 25% means 25 parts out of 100. So its equal to .25
