It basically says that the people have more rights than what is specifically listed and cannot be construed to deny the people their rights.

The Bill of Rights was meant to reiterate that the federal government would not be too powerful and would not usurp authority normally granted to the states or the people. The only reason the Bill of Rights existed was to get the wary states to ratify the Constitution. One concern about the Bill of Rights was that it might be interpreted as the ONLY rights the states and the People had, so they drafted the 9th and 10th Amendments to reiterate that the Bill of Rights was not all inclusive. Now the current tyrranical government (and I don't mean Bush, I mean the Congress) is doing their best to revise and marginalize the Bill of Rights. They may not realize they are pushing for a fight and if they push to far, they just might get one.

The Ninth Amendment simply means; "Hey, we don't have enough time or paper to write everything down. The folks in charge ought to have enough brains to figure it out."

However, we have found over the years that this was wishful thinking. The Ninth and Tenth Amendments are ignored, by the Congress, the Courts, and Presidents whenever convenient. Consider them canceled.

There is no simplification..even the courts can't rightly determine how to interpret it..it's one of those things that is in the eye of the beholder.
Let's put that on the list of time travel queries.

Basically, it means just because the Constitution doesn't mention certain rights doesn't mean you don't have them.

It is far from meaningless.

The Ninth Amendment is virtually meaningless. Almost all existing law finds its justification from other means. In fact, Griswold v. Connecticut is one of the few cases to even mention the 9th Amendment.
