Does Comedy Central have to pay a fine to allow episodes to be shown with expletives aired uncensored?

The only time they seem to air expletives is after 10:00 pm. I believe its ok the, especially since its a pay channel (not a pay channel per se, but part of pay cable. its not broadcast over the "free" public airwaves).
