Its a design limitation of Windows 32bit, hardware inside your computer needs working space, so they 'steal' this from unmapped memory space.
64bit of Windows (XP and Vista) can all address above 4GB but sadly most software you have may not run on it.

Because that's about the max XP can handle, plus there's the overhead of the OS itself, plus background services like anti viruses, svchost.exe (internet controller on your PC), but yah if you want to get the full potential of those 4GB, you'll have to get a 64 bit CPU and OS. Though as these are still fairly new, they are still a bit unstable. Wait until Windows Vienna comes out in 2009.

As maximum folk have suggested, maximum likeley reason, and in basic terms reason i will think of of is for the reason which you're working 32 bit OS. improve to XP 64bit of Vista 64bit or yet another 64bit OS, along with a varient of Linux. this could clean up your concern and permit your computing device to hire your greater RAM.

I agree with what one user said, it maybe because you do not have any graphics card and your motherboard has a built-in graphics card (where you PC monitor is connected). If that is the case, then a part of the RAM is being used as memory for your monitor.

If you install 4 system memory, it either not recognizing the 4th, doesn't have the capability to carry the 4GB, or you don't have the right pattern.
I know a laptop that have 1GB system memory but show over 700mb so it can be common.

Because Windows XP takes up RAM too, just like any other computer program. You're more and likely not going to get that RAM back because those system files need the RAM for support.

your on xp 32 bit, its physical memory limitations are 3.5gb, switch to 64bit and the physical limitations are much much higher, please ignore anyone telling you to try to remap or 4gb tune as they do not work properly.
