Explain how can governments use exchange rates to control inflation?

They can't. The late Milton Friedman received the Nobel Prize in Economics for proving that inflation has one and only one cause - excessive printing of money by government(s). Therefore, the only way to control inflation is to control the money supply. Anything else is 'smoke and mirrors'.
