I ran a system requirement test on FEAR on my computer and this is what I saw in the section of recommended in the test:
CPU Recommended: Pentium 4 or Athlon XP
You Have: AMD Sempron(tm) 3000+
CPU Speed Recommended: 3 GHz
You Have: 2.00 GHz Performance Rated at 3.00 GHz
What does rated at 3 Ghz mean?

3000+ is AMD's PR or performance rating. It does not translate directly to Ghz. It is just AMD's way of subtly expressing relative performance to Intel's processors that are clocked higher. Most enthusiasts just overclock their Semprons to around 2.4Ghz for better performance in games.

It's AMD's way of claiming that its 2 Ghz processor performs as well as a 3 Ghz Pentium 4.

Your processor is an 8/10 AMD (Advanced Micro-Devices) processors are economical and they use less battery power than Intel. Intel processors on the other hand, pack a bigger punch and have a slightly bigger FSB (Front Side Bus) than AMD. AMD Turion 64 X2 TL-50 is equivalent to the Intel Core 2 Duo E4000 (approximate) My opinion: if you want max battery life, go with AMD; if you want power, go with Intel

Intel measure their processors in how many calculations per second the CPU does. This is the clock speed.AMD on the other hand has a unique quantispeed architecture to measure the speed on their processors. They can rich the same speed as an intel CPU but with less ergo(effort) Imagine a speed bike and a regular bike ,both run at 20 miles an hour but the speed bike does that with less effort. So your processor is marked as 3000 Mhz (effective speed) but the actual speed (pedal) is only 2000

It mean the processor is capable of reaching 3Ghz but for some reason either the processor is little bit over heating or just an inaccurate status.
I know you can still might able to play FEAR.

ghz stands for giga hertz..... it is how fast your computer is... usuallly athlon have a different way of saying it.... for example 3000+ athlon processor... but the core speed is only 2ghz... unlike intel when it says 3.0 ghz it is usually 2.99 ghz core speed....

3 ghz or 3000 mhz. Its the speed of your processer, the highter the faster. Its AMD equivelant to the speed of intel. for example a 1.8ghz AMD is as fast as a 2.8ghz intel

3 Giga herdz mean speed of your computer, If you have anything under 3.00 ghz then i don't recommend installing FEAR due to lack or system requirements witch may inflict as slow downs, Low on memory and lots of lagg, ( booting might help but bringing it up after booting might make it lagg again )
