There is such an entity as the Banque Centrale des États de l'Afrique de l'Ouest, BCEAO. It is a central bank serving the eight west African countries which comprise the West African Economic and Monetary Union:

* Benin
* Burkina Faso
* Cote d'Ivoire
* Guinea Bissau
* Mali
* Niger
* Senegal
* Togo
This may or may not be what you are referring to. If it is legitimate, the bank would be more likely to use its French name in any transaction. Also, I think it strange that a central bank would be involved in this sort of thing. This the West African equivalent of the US Federal reserve or the European Central Bank.
