Honestly, I have no idea where that line came from. I see it in half of the online fanfics and t-shirts, but I don't know where it originated.
I assume it's just from random people criticizing stupidity and drunken-ness.

Anyone care to help me out? Thanks!!!

And: I dont have a drinking problem: I drink, I get drunk, I fall down, NO PROBLEM.

At some bar/bar floor. Never been there myself ;)
