The U.S. cannot change it, it is up to the Puerto Ricans to decide. They can stay a territory as they are, declare independence, or decide to become a state. In the past, they have chosen to remain a territory.

The question is misleading. Puerto Rico was under an american colonial regime from 1898-1951. In 1952 Puerto Rico was taken out of the non self governing countries list at the United Nations.
Puerto Rico then became a self governing country with it's own constitution. PR entered into a compact of free association with the US. Many say this compact has not been enhanced, it has not allowed PR to claim full sovereignty. Many agree that this compact has some colonial aspects that need to be corrected, this is debatable but to say that PR is a colony is incorrect.
PR status is not a permanent one and the US congress has never offered statehood to PR.

Actually, we have Puerto Rico, the Phillipines, some Samoan Islands and other teritories. We allow them to decide whether they'd like to leave and become indepndent states, become actual states, or stay a terirtory. So far, every time we've asked they wish to remain a teritory. So, try bashing America some other way. Cause this one is weak.
