Lots and lots of good Japanese players move to the states, and lots of American minor league players play in Japan...
Why do you think it happens??

No, none of the Japanese baseball teams are affiliated with Major League teams. In order for an MLB team to get a Japanese player, such as Ichiro, Dice-K, etc., they have to submit a "bid" and the team with the highest bid gets the right to negotiate a deal to bring the player here.
As for American players playing in the Japanse League, I think Japan allows one or two foreign players to be on each team. Some players who are not quite good enough to play in the MLB go over there and try to make it on one of the teams.

No - they are completely separate.
Officially, the Minor Leagues are a collection of teams and leagues that are contractually subservient to MLB teams. The Japanese leagues are independent and have no such agreement with the majors. There are several agreements between MLB and the Japanese leagues (mostly to do with how players can be traded or transferred between the leagues), but nothing that makes them subservient.

well tecnically its not the minor league but comared to mlb it is like the minor leagues.
mlb players go there beacuse they are no longer good enough to play in the mlb. japanese teams also do not pay as much as we do. there avg salary is like a minor leaguers salary or a little higher. anything in 1 mill is alot there
