I am running 2 x 1gb dual channel 800mhz sticks. I just downloaded CPU-Z to see what my RAM speed was at they both say 400mhz. Should they both say 800?

For ddr2-800, memory clock is 200mhz, input/output bus is 400mhz and effective speed is 800mhz because RAM is double-data-rate.
CPUZ reading is correct.

No it shows half of your actual memory speed. If you had 667 ram it would show 333. What you see is normal.
