All they really want is the length around the edges of the rectangle. Since it is 9X5 you would take 9+9+5+5. 9+9 because the two long sides are nine tiles each and 5+5 because the two short sides are 5 tiles each. So the answer would be 28
I stand corrected. It would be 24 for the reasons stated above.
