It varies from place to place. Call your local zoning office at the county courthouse. I live up north and they seem to be 6 inches thick here.

I am also assuming it is a footer you are talking about. If so you need to find out how far down in the ground the frost line is. Then you need to dig below that and and pour a footer large enough to accommodate the size block that it will sit on. Here in WV it is 12 inches below ground for the frost line. If you are talking about a ribbon footer the same applies. Be sure you check with your state, because all states are different with the regulations of the setup of mobile homes. You may do it one way and they come out to inspect and you have to do it another way.

I've lived in 3 Mobiles in the last few years. What do you mean by Runners? is it FOOTERS you're talking about? That Blocks might sit on when setting the mobile?

Still curious about your defintion of RUNNERS and now even more confused by Dune...no offense.

You may need to check the local regulation, but I would suggest a 2' x 6" base with a 1' x 6" up-stand.

It varies from region to region. I would suggest calling a community, or a manufactured home service company.
