I think what you saw was salvia (divinorum) not saliva

If it makes you feel better,you aren't alone.Several months ago,on a different forum,A topic came up "Have you tried salvia?Wow!"I thought the guy was farting around and had misspelled "saliva".As i read through the posts,I realized it wasn't a joke post and googled it.There is a plant in the sage family called salvia that is an hallucinogen.Being ever curious,I went to the "tobacco"shop and purchased some.Took one toke,worst 5 minutes of my life.Just didn't want you to think you were the only one who got confused.I made the same assumption

Yes- just put a little spit on the end of your tongue and hold a bic lighter under it and inhale the smoke.

The question you are referring to is either someone goofing off or else someone who is incredibly unintelligent...or they just can't spell "salvia".
