I started to use a high chair when my son was 4 months old. He cannot sit up on his own but he can hold his own head steady and sits very well in the high chair.

I began to put my baby in her high chair when she was almost 4 months old. She could sit up with support, but not on her own. I think it was good for her, because it seemed to help her to strengthen her muscles, because she was sitting all by herself at 5 months.

Anytime after the baby can steadily hold their head up. They do not have to be able to sit up yet. Actually sitting them in the high chair will help them to be able to sit on their own.
