The answer is yes, but I'm going to disagree with others on their definitions. Rational literally means "can be expressed as a ratio of two whole numbers".

1.3 = 1 + 3/10 = 13/10

That is a ratio of whole numbers, so 1.3 is rational.

Here's a tricky one though. Is 0.3333... rational? The answer is *YES*. Because it can be expressed as the ratio 1/3. The numerator and denominator are whole numbers. So 1/3 and 0.3333.... are rational numbers.

Irrational numbers are things like √3. The decimal representation of √3 repeats indefinitely *without a repeating pattern*. That is the distinction.

Yes, since a rational number is an integer or a fraction. Since a decimal is like a fraction, yes!

irrational number would be like 4.33333333333333333333
333333333333333 etc

It is rational, because it terminates, or ends.
