A bit strange this one. Actually the sign is greater than not less, and the underline means "greater than or equal to".
So the equation reads 4 + b is greater than or equal to 20.
I would rewrite that to read 4+b=20 Therefore, moving the 4 from the left to the right and changing it's sign, b=20-4 equals 16.
Therefore b must be 16 or more written as b>16 (but replace my > symbol with the greater than or equal to.
