The formulas for the midpoint are:
Xm = (Xa + Xb)/2 and Ym = (Ya +Yb)/2
Solve the first for Xb and the second for Yb:
2Xm = Xa + Xb
2Xm - Xa = Xb
2Ym = Ya + Yb
2Ym - Ya = Yb
Plug in the known coordinates to find the point:
Xb = 2Xm - Xa
Xb = 2(3) - (-2)
Xb = 6 + 2
Xb = 8
Yb = 2Ym - Ya
Yb = 2(1) -4
Yb = -2
So B = (8, -2)
