it has a chart showing all age group and the one that stood out was 16 and over had a higher number out of most and i would like to know as to why and this was estimated in 2004

It's actually a pretty confusing way to list statistics but 16 and over has a lot of people in it because it is the biggest sized grouping: its 16-100+... the other categories are smaller (like 15-45) so it just makes sense that there are more people over 16 than just between 15-45.
