First of all, why don't you try to make a move on HIM? I mean, the worst he can say is no, right? It's not like something bad will happen if you don't get him, right? If that's not gonna happen, you should get him to notice YOU. Make yourself the shining star and he's bound to notice you. Also, try flirting to let him KNOW you're interested. Then if he's not interested, again, the worst he can say is no. Just remember, if you want him, you should tell him. Who knows? Maybe he's too shy to make a move, too.
