i have a 5-10 gallon air pump that i want to use for a sponge filter for a 1-2.5 gallon. How do i decrease the power? I want to use it for a betta so they dont like much movement. And yes i want to provide it with some sort of filteration.

You can buy an air line clamp from any pet store or aquarium shop they are about 0.90p and just clamp it down too how much you want to do it.

Another way is dead simple create a loop in the airline and use some kind of tape to tie the to pieces together, this way the air has further to go and air supply is reduced

You can use a valve on the air tubing to regulate how much air actually passes through. You can also get a "T" connection and split the air flow to two different features. The second doesn't allow as much control as the first, but both work. This is a link to both items, and you should be able to buy either one individually: http://www.thatpetplace.com/pet/group/14347/product.web

It is a good choice to provide filtration for your betta. What you can do to decrease the power of your pump is to buy an adjustable valve that attaches to your airline tubing that will allow you to turn it up or down at your liesure. Usualy they are sold in packs of 2 or more and are pretty cheap. Here is what they look like:

If you go to your pet store, as for a air pump air controller that controlls the switch of the valve.
