...I'm willing to bet that the film, which you are looking for, is the 1990 fantasy/comedy film, "Upworld", released directly to video, stateside, under the title, "A Gnome Named Gnorm"; I originally saw the film over in Japan, under the "Upworld' handle, and I distinctly remember a slacker detective (...who drives a Cadillac), played by Anthony Michael Hall, who finds himself unwillingly partnered with a grotesque gnome-like creature. The gnome had dug out from a mystical underground world, with the intent of charging some life-sustaining crystals with sunlight, and unwittingly gets involved in crime and murder, which is reluctantly being handled by the Cadillac-driving detective...
...yes, there are a handful of scenes, where the both of them, and even just the gnome at one point, drive down the street, with the background music being that of War's "Low Rider"...

I don't know for sure about the movie you are describing, but the only movies I can think that used Lowrider was Cheech and Chong's Up in Smoke, Dazed and Confused and 21 Grams.
