You could not get pregnant swimming in a CHLORINATED public pool. And I speak from experience, semen in water is easy to get away from, it stays in a clump (don't ask).
Regarding a chair...if you have on pants, and the "****" was fresh, it would have to be a fairly large "load" to soak through your pants and then get on your "business" and then the semen would have to make an extra long trip up your vaginal canal...theoretically it could happen, but 99.99999% of the time the answer would be no.

no, not in a pool nor sitting on a chair where a guy sat before. but there's a possibility to get pregnant when you bath with a guy in the same tub together at the same time.

You can only get pregnant if sperm from semen or pre-ejaculate gets on or in your vagina. Pool water kills sperm on contact, and unless he ejaculated onto a seat and then you sit in it and it soaks through your clothes, there's no worry there
