No. Actually those things are quite intelligent.
Seriously, though, it's called a dress form (http://www.alldressforms.com/index.html). You should be able to get one on-line (eBay?) or at a larger sewing shop.

Google up 'dressmaker forms' and see if there's a supply house for seamstresses. The modern ones can be adjusted to whatever size is required--in the olden days, people had a seamstress make a dress form for each family member so everything fit everyone. Nowadays you could probably get an adjustable 'one size will fit' model. Good hunting!
p.s. theatrical and cinema costumers keep the dress forms of their 'stars' in their ateliers...so that if Miss Thing needs a special frock, her model is right there to work from. I've seen photos of Marilyn Monroe's astonishing dress form and the slat-sided one of Kathryn Hepburn.

Congrats to Paul.
JoAnn fabrics,,,etc.
Dummies has been an inappropriate word; for so long; yet still so often inappropriately used. IE: Deaf and Dumb.
Paul is also correct in an abstract sense. Technology has evolved, even with FORMS to the point that they can be adjusted to various Bust and waist sizes, etc.

I'm sure you can find one somewhere but, my wife and I have never used one. She has sewn for years, has a diploma as a seem stress and we've made quilts for years and she's never had a form for this. Patterns only.

Their called "manikins" for modeling clothes and "dress forms" for making clothes on. You can buy them at fabric stores.
