Go to the California Business Permitting database or CALGOLD http://www.calgold.ca.gov/

Put the business you want to start, and then put in the county where you will start the business. The site will then show you all the licenses you need to start the business, and where you will get it

If you will operate in Los Angeles, for example, you will need

Public Health Operating License: Required of restaurants and businesses manufacturing food, ice or soft drinks
Contact: County of Los Angeles
Health Department/Environmental Health
Food & Milk Program
5050 Commerce Drive
Baldwin Park, CA 91706
1-800-427-8700

Fictitious Name Filing (DBA): Required if fictitious name is used.
Contact: County of Los Angeles
Business Name Filing and Registration
12400 East Imperial Highway
Room 1007
Norwalk, CA 90650
562-462-2177

Business License (Business Tax Certificate): Required for all entities doing business within city limits. See "County Unincorporated" for businesses located outside of city limits.
Contact: City of Los Angeles
Office of City Clerk/Finance
Tax Registration Certificate
200 N. Spring St. Room 101
3rd Floor
Los Angeles, CA 90012
213-626-9271

And so on ...
