As scratchy as it is, I don't see how anyone would want to rub their nose on it, let alone their backside. It gives new meaning to the words 'sand paper'. So in my opinion it's not stealing, but a public service aimed at saving butts all over the world.

no it's not stealing but if you have a runny nose i dont think you need the whole roll just a few pieces

Yes it is definitely stealing. Also very inconsiderate of the next person that uses restroom.

My old apartment complex had a huge basket of tampons in their clubhouse bathroom and I would go over once a week and take the entire basket!
That's really stealing!

If you take the whole roll then it's stealing. I have done it before though.

yes it is because you're taking a whole roll when in reality you dont need that much...if you take just what you need then no it's not stealing.

unless it has gotten stuck on your shoe and you have a huge trail behind you ..yes it is stealing
