As scratchy as it is, I don't see how anyone would want to rub their nose on it, let alone their backside. It gives new meaning to the words 'sand paper'. So in my opinion it's not stealing, but a public service aimed at saving butts all over the world.

It is, but who cares!
My old apartment complex had a huge basket of tampons in their clubhouse bathroom and I would go over once a week and take the entire basket!
That's really stealing!
