what is 'low income threshold ' for vet medical benifits . i cannot find it on website or contact by phone (get automated recording -no reference to my question .

It changes annually. This year (2007) it's approximately $28,000 if you have zero dependents and about $33,500 if you have one dependent. It jumps up to $35,000 then $37,000 with additional dependents. See the above link for actual amounts and thorough explanation.

For free prescriptions, your income must be below $11,000 (zero dependents or $14,500 with one). Otherwise you must co-pay.
