They would be blind (the eyes need light to develop fully).
They would likely be dead - the body doesn't make Vitamin D on its own, but will make vitamin D in the skin after exposure to sunlight (its an essential vitamin).
They might be mentally underdeveloped, depending on what else they were deprived of (to keep a human out of light of any kind would imply some form of restraint).

A couple of things come to mind...
They would probably be blind. They would probably have osteogenic (bone structure) problems, and a variety of medical problems where calcium plays a role; due to vitamin D deficiency (unless it was supplemented). The skin would probably be hypopigmented. It would effect the pineal gland and maybe the parathyroid in some ways.
That is my best answer. There might be a rare research paper written somewhere. I am sure there is a paper that addresses those only exposed to artificial light...and there might be a reference to a situation of "no light" in the bibliography.
I will look ...if I find it I will make a reference about it.

I don't think they would even live long enough to reach the age of 13, because your body needs sunlight to produce vitamin D which is vital for the body's functionality.

they would be vitamin d defficient there for bone formation will be deformed and they wont beable to store calicum becuase you need vit d to store calcium. There eyes will be sensitive to light there skin will probally have lost skin pigments and they will be very ill
