I'm trying to eliminate passive voice in my writing. How can I change "can be seen as" to active voice?

"can be seen as" = passive
"is" = active


"Sushi can be seen as difficult to eat." = passive
"Sushi is difficult for some to eat." = active

"can be seen as" = "seems"

For instance:

Romeo can be seen as the romantic hero.
Romeo seems to be the romantic hero.

"One can see that..." or, "One sees that..."
