The rules are:
Parallel combine as
1/Req=1/R1+1/R2+...+1/RN


for two resistors in parallel
Req=(R1*R2)/(R1+R2)

Series resistors add
Req=R1+R2+...+RN

for this circuit, start with the parallel 9 and R3 (8)
req=9*8/(9+8)
=72/17
add the series R2 (13) with the 6
req=19
this is in parallel with the above
req=72*19/17/(72/17+19)
add the 3 in series
req=6.46
this is in parallel with the 20
6.46*20/(26.46)
req=4.88 ohm
