if your running Norton and avg you only need one anti virus running on your PC i run avg free addition spy bot search and destroy and ad ware and they all pick up my Trojans all i can think of is your running 2 anti viruses and should not be

Your machine is infected. Pop-ups are mostly caused by adware, spyware, and other malicious and unwanted software and using pop-up blocker won't help an infected PC. Since no single program can detect and eradicate all spyware, I recommend using multiple anti-spyware programs. Ad-aware and Spybot are among the best (they are free), but feel free to use additional programs if you have a nasty infection.
Running these programs in Safe Mode (tap F8 as the computer boots up and choose to boot to safe mode) can be more effective.
If you do not have an updated anti-virus program always running, you need to get one. Install only one, but you can get AVG, Avast! or AntiVir for free.
I also recommend using FireFox, it's so much better than Internet Explorer.

Ad-aware will help with your spy ware and pop-ups. If you have ran all those anti-virus programs and they did not help. I would have to say format. I would not feel safe making purchases or doing any personal work on a laptop that has been infected in anyway.
I know that is not what you want to hear, but it really is your best bet.
Check out ad-aware though.

download a copy of any version of Linux, and let Pop ups and viruses be gone,,
a word of warning... hurry up and format your drive and re install your windows to get service pack 2 installed and updated... cause MS is stopping supporting XP and 2000 from January 2008. after that your on you're own.. with no more updates...

If you couldn't afford a Mac, time to give Linux a chance.
Linux has many version of distro to suit one need and most are free. When I say free, it mean really free, from word processors to drawing programs, from spreadsheet to database... all free and no catch.
