According to their theology, which survives in detailed texts from the early Old Babylonian period, about 1900 BCE, the Sumerians thought that each cosmic and cultural entity had own rules and regulations, to keep it going forever along the plan laid down by the deity who created it. These were called "ME" in Sumerian. A list of these includes 'lordship, godship, the crown, the royal throne, kingship, priesthood, truth, descent into and ascent from the nether world. the flood, weapons, sexual intercourse, law, art, music power, hostility, honesty, destruction of cities, metal-working, scribeship, leather-working, building, wisdom, fear, terror, strife, peace, weariness, victory, the troubled heart, judgment . . . '. Apparent inconsistencies in their polytheism did not trouble the Sumerian theologians. By the Fara period (about 2500 BCE) they listed hundreds of divine names, each classified as a god (Sumerian dingir,; Semitic il[u]) and written with a prefix of the sign for a star. Each had his or her characteristic and defined area of responsibility, though many were secondary deities grouped as wives, children, officials or servants in a family around a powerful god.
An aside: AN was the first supreme God, but Enlil took power when Enil's city defeated AN's city in battle, then Enlil took Ninlil as consort. Ninlil became Innin and then popularly Inanna, Lady of the Heavens, and finally Ishtar.
