Personally I would look to fire that person. They may as well leave because NO promotions will be forthcoming and in fact will promote around them every time.

well i would explain the "team work" that is needed in any sucessful company and then maybe that employee needs to think of a new career if he/she is not willing to be a team player

If IT is a union shop, nothing. If not, write them up for insubordination. Depending on your company policy you might even suspend them.
