Steve, because he was a very straight-laced yuppie who tried to not be "corrupted" by Al, but over time, he was slowly losing the battle.

Jefferson was a funny character but he was too much like Al to begin with.

Steve was more of a "straight man"; Jefferson was a "sidekick". Al's character was more effective playing off the straight man than playing WITH the sidekick.

I used to think Steve was better but come to think of it, Jefferson made me laugh more. I'll go with Jefferson.

Jefferson - all the way evertime he tries to be on all's side then when marcy catches AL doing something weird Jefferson manages to escape and join her like nothing happend-

Jefferson being a unemployed house husband gave the show a new dynamic. I loved watching him swindle his wife and the Bundy`s. Great question involving my Favorite show.
