They are people who considered themselves liberals who, for whatever reason, became conservatives.
I would imagine in US politics it would be people who left the democrats to take a more "hawkish" stance on foreign policy. They differ from regular conservatives in that they don't have the same desire for smaller government that most of the conservative base has. Although as with anything in politics I would imagine my interpretation is open to debate.

Not just "new conservative." ULTRA conservative, to the point of radical as encouraged by Bush's brazen attitudes over many issues including the "war" on terrorism, pseudo-religious values that are contradictory, lack of concern for domestic issues, environmental rollbacks in favor of increasing economic revenue, etc.
