Why do deaf people move their lips when they sign? Today on the news I was watching this deaf guy sign about something. While signing, he was also moving his lips like he was talking. What's the point?

It is helpful to hearing people. Some deaf people actually speak.

A lot of deaf people find it easier to lip-read when others are talking. Also, some deaf people have some speech abilities. They may be talking (for hearing) and signing (for hearing impaired) to talk to everyone at once, like we do.
On our local news station, we have a reporter who covers stories about the disabled citizens. She talks (although she has a speech impediment) and signs to relate the news story.

When we are taught to sign we are also told to speak for the deaf people who only can lip read.

Some people are also lip readers. They may not necessarily know sign. Lots of folks hard of hearing, know how to read lips but aren't necessarily deaf or know sign.

The guy who is signing is not deaf. While a person watches a person sign, they can't usually watch the face of the person talking. With their facial expressions they can tell more about what a person is saying- some people use lipreading to supplement their reading of sign. A signer learn to mouth words so that they are easier to read.

It also helps the person who is signing keep track of where they are in what they are signing if they don't think in sign.

Are you sure the guy on the news was even deaf? He may be able to hear and talk and he may have just been signing for people who aren't able to hear and talk.

Because some deaf people use English. It seemed silly to you because you couldn't understand but it's part of the language.

He either was not always deaf, or has learned how to read lips.

He is trying to mouth the words he is signing so people with hearing can kind of be in the mix too.You seem like you think it's funny not being able to hear or speak. Your Karma will come back and bite you in the *ss funny guy.

Some do and some don't. Some can actually talk, though they normally have speech impediments.
