In the original publication, before they got famous, Splinter found a book on Renaissance art washed down the sewer where they were living, and chose names for the turtles from it. He didn't know any better. He'd only been mutated into intelligence himself recently, by the same glop that blinded the kid who saved the old man crossing the street from being run down by the truck hauling the stuff, and which also mutated the turtles.

How many of you didn't know that the turtles were originally a spoof on Marvel's Daredevil origin story...?

Splinter named them after artists he studied under his master. I outgrew comic books when I was 13 but I don't think the explanation ever got much deeper than that.

they're not, splinter just named them cuz he found an old book about them and decided to name them, at least that's how it happened in the live-action films.
