I have DSL with the phone company on my old Dell (Windows ME) and it has a Westec modem. My new E521 Dell probably has a modem built in, but I can't find (Windows Vista - new to me) Device Manager to check (lol). Is this new Dell able to plug right into the phone jack without a Westec modem for the internet connection?

No, to share/distribute internet connection on both computers, you should have a dsl router. Both computers should be connected to your router and the router should be connected to your modem (unless your modem is a DSL router/modem, you dont need to buy a separate router). You dont directly plug your phone jack to your pc because computers use RJ45 jacks, not RJ11(phone jacks). That should do it.

Sure you could just plug the phone line into the onboard modem, but that's only good for dialup. You'll want a router to share your dsl connection between both systems. You can go wired or wireless.... it's up to you.
